The Malawi Institute of Education (MIE) has taken another major step in advancing its institutional capacity by convening a Consultancy Interface and Handover Meeting for the ongoing Training Complex Project. The session brought together officials from MIE, the Ministry of Finance, Economic Planning and Decentralisation, the Department of Buildings (DoB), technical experts, and consultants to review progress and facilitate the transition of consultancy responsibilities from the DoB to Ruo Consultant Limited, the private firm now overseeing the remaining phase of the project.
The Training Complex, whose construction began in 2022 under the Public Sector Investment Programme (PSIP), is part of Government’s wider commitment to strengthening education supporting infrastructure in Malawi. The facility responds to the growing national demand for modern training and conference spaces capable of hosting curriculum development workshops, professional development initiatives, and high-level stakeholder engagements led by MIE.
Upon completion, the Training Complex will significantly boost MIE’s operational capacity. Key features include a fully equipped lecture theatre for national training forums, seminar and training rooms, a cafeteria, breakout collaboration spaces, administrative offices, and supporting amenities designed to host both national and international education engagements.
Speaking during the meeting, Acting Executive Director Mr. Jennings Kayira appreciated all stakeholders for their continued support, emphasising the importance of coordination, transparency, and clear communication in delivering a project of this scale. Public Sector Investment Programme Committee Lead Coordinator Mr. Wisdom Bhunu reiterated the project’s 62% progress and highlighted that transitioning to a private consultancy is expected to enhance daily coordination and accelerate completion.
Representing the Ministry, Director of Development Mr. Dan Gareta commended MIE for facilitating the interface and emphasised the importance of maintaining regular engagement to identify and resolve issues promptly. He encouraged all parties to strictly adhere to the approved project blueprint and reaffirmed the Ministry’s commitment to the successful completion of the project.
The Department of Buildings described the meeting as an important milestone and confirmed that it is finalising all project documentation for handover to Ruo Consultant Limited to ensure continuity in supervision.
Stakeholders also reviewed timelines and documentation required for the transition. It was agreed that a final handover meeting will be held on Wednesday, 11 March 2026, during which the contractor will present the Bill of Quantities for the remaining works and a Revised Programme of Works. The Department of Buildings will provide the full Project Documentation Package, while MIE will supply proof of payment records.
